Celebrating the recent release of Crusader Kings III, I created a community driven modding documentation which everyone is free to contribute to. At the moment it is fairly bare-bones, but all the workflows are set up which makes contributing a breeze. I intend for this to grow and make modding significantly easier.
You can find the community based documentation here.
If you would like to contribute, you can visit the GitHub page.
If you use this in combination with the official documentation, you should have a fairly decent understanding of how mods work at the end of your reading.

The documentation has been updated:
- Added tutorial on how to create a basic decision.
- Fixed all errors, the documentation can now be used as reference to create a modification.

Would it not be better to have all of this on the CK3 Wiki rather then having modding information spread across many different places?

This was created for a few reasons; one, so I have easier text to reference via my tutorial videos, two, it is easier to contribute through pull requests as everything has to be reviewed. On the wiki there is a trust factor which disallows new users from doing certain things, such as linking to external places. And lastly, this is dedicated specifically to modding, whereas the CK3 wiki contains all the information about CK3 in general, with a page linked to modding.

Can you somehow change scroll bar on effects page? It is very uncomfortable to have to scroll all the way down in order to scroll horizontaly, and table doesn't spread automatically to be full-width.

I've been trying to fix this, it's a bit difficult with the software I use to host the documentation as it directly converts markdown to HTML. I'll likely make the page bigger to prevent horizontal scrolling until I fix the issue.

I read the text on decisions. What is the difference between decisions and character_interactions? Is it the same as between decisions and targeted_decisions in CK2?

Decisions are the options that appear in the "Decisions" screen on the right side of your screen, whereas character_interactions (as far as I am aware) are the options that appear whenever you right click a character's portrait
